Which retro racing game has the most fun singleplayer campaign/content?

As far as battle racers go, after CTR I would say Rockman Battle&Chase is in a nice position. You earn parts for your car by finishing 1st and earning your opponents, and there are 4 game loops until you get all the parts and each time the campaign gets a little harder.

Protip: start with Quickman, his innate boosts is OP and tons of fun
