I called it Tom Radar as a kid. I also said things were the "eppi-tome" of something, understanding the definition of the word but not the pronunciation. I never got smarter.

Yeah not in the modern English period. Chaucer is before the Great Vowel Shift. Also I am very sceptical of Chaucer in particular rhyming "to me" with "Rome". By the Middle English period the e in Rome would've become a schwa and by Chaucer's time that e wouldn't have been pronounced at all. Perhaps the character giving that line was intended to be a bygone? Shakespeare did similar things with the dated infinitive suffix, which he used to show that somebody was antiquated

The line is 671-674 from the prologue of the Canterbury tales:

In order to get the scansion right, "love" is also pronounced with two syllables. The me in "to me" is also probably a schwa as it's in an unaccented position, the "to" receives full stress. Though if it were emphatic it would be pronounced something like may. I read it as "ROW-meh" and "TOW-meh". Apologies for the shit phonetic spellings, I don't have IPA on hand.

Also the schwa may have become barely audible in his regular speech, but for poetic recitation purposes, they probably were pronounced. The schwas in "Rome", "love", and "to me" all come before pauses in the line, meaning the speaker has more chance to enunciate the words fully while coming to a complete stop, while in the middle of the line they probably would be elided.
