Not really. Multiplats means it was designed to be released to multiple things at once while port was something designed for one thing and then released to other stuff later.
The reason the difference is important mostly has to do with hardware issues and rather or not something was designed from the get go to work with something else.

And it was so because for the first time ever, there was real competition between 2 brands. Without the PSP, Nintendo doesn't release the DS as early and keeps doing lazy ports for the GBA.

People were begging for ports on this at the time of release. We all saw it as finally giving us a mobile SNES, because that's pretty much how they presented it pre-launch and at launch. This paradigm didn't die until the system only had a year or so left. Then they did it again with the DS, a system even more massively different from the "portable N64" they were selling it as.

I was there personally. If you don't understand, remember that the dominant handheld at the time (we're talking 2001) was still ultra-primitive by console standards. It was big and exciting that the next could do SNES-like games, and it launched with flat racers F-Zero and a GT Advance, with a port of SMB2 based on the SNES All-Stars version.
