Not reliably, because the SNES isn't able to replicate the random factors of FM synth. The Amiga might fare better because it's got a huge unified memory to work with, a lot more than the 64K sound memory on the snes, and it allows you to manipulate sounds through machine code. SNES' weak independent sound chip and memory could hardly do that.

This game's music too, holy shit. Best thing about it, the crazy gameplay and music are complemented by very faithful BTAS settings, the levels are hella inspired, especially the Mad Hatter one. The fact Mad Hatter is even featured makes me think the people who made this game were fans. I can't believe people say this doesn't feel like a Batman game. I could be talking out my ass, but I think the problem stems from SNES's sample-based audio needing, well, samples. And samples take up precious space, whether in terms of storage or memory. This wasn't an issue on Genesis since waveforms are just math equations. So perhaps Super Metroid's sound is super compressed and muffled because they couldn't afford to spend either RAM or ROM space on higher quality samples.

the MD cover makes good use of the tracker's sequencing but the FM patches in it are weak—too many things that sound like they came out of generic japanese games and don't really fit. 2612 is capable of VASTLY more variety than that if you know FM theory and all the undocumented features like the SSG envelope. I've made a vocoder, a pan flute, all kinds of chorused pads, a string section, a record scratch, pretty much everything imaginable except an orchestra hit and a choir (you'd need multiple channels for these). unfortunately I'm only good at synthesis and not tracker composition though.
