Localization prototype for a game that never left Japan. Allegedly this was completed but its release was blocked by Sony over "sub-par" graphics (the game was nearly 5 years old in Japan by the time this was made)

It's pretty much just chance, honestly. Not sure if it were COVID giving some people more time to sell shit or dump prototypes, but unfortunately it probably won't last.

It's too bad there aren't more SNES and NES era protos getting dumped now, but I guess given that those are older, less plentiful, and more collectible, it isn't too surprising that most modern dumps are more concentrated in the disc/HDD era. That whole Nintendo hack thing was just huge luck, sadly most other older prototypes have to be located the old fashioned way.

Working Designs are assholes but SCEA is at fault here. The game was out in Japan around 2000 and the English localization was supposed to be done by 2002, then it kept getting delayed continuously because of SCEA's demands.

It's also the reason why:
the Growlanser PS2 games were delayed one year,
Natsume's English version of Chulip (2002 Japanese release) was delayed from 2004 to freaking 2007,
near complete versions of Sakura Taisen 1's PS2 remake and Sakura Taisen 1+2's direct ports on PSP were vetoed because SCEA considered them "non-games" (but would then reverse course after Ace Attorney's success, not only approved by Nintendo but they even bankrolled the European localizations)
why Namco was averse to localizing their 2D Tales on PS2,
why Chaos Wars has a shitty English dub (SCEA would veto it unless it was English VA only, or English/Japanese dual audio, and so they made the shitty dub just to get it approved. Symphony of the Night's English dub was a similar story and recorded in just under one week because SCEA told them they'd reject it otherwise, the E3 demo used JP audio)

None of these games had "controversial sexual content" or were low quality compared to stuff SCEA did approve.

No one would give enough fucks, there are more deserving untranslated PS2 hidden gems than this, and the very fact it's known to have a finished English version is dissuading people from translating this (or Tengai Makyou Ziria X360 for that matter).

The translation has some problems, and still needs some romhacks too: to enable the improved lighting system WD/Konami added, to translate some rare strings left in Japanese, to add extra linebreaks here and there to fix formatting issues, etc.
WD really wanted to get this right to license more Konami games, so they left in the Japanese dub (likely rejection reason) and took very few liberties with the text seemingly.
