I got my version from a site that's now defunct not too long ago. Straight up just an executable that opens Mednafen and it works flawlessly.
I hold those files very close to my heart though, because I can't get that exact setup anywhere else. I would be heartbroken if I accidentally got rid of them

I think Retroarch uses Beetle as its PC Engine core. Mednafen is its own emulator but yeah you can install it with Retroarch.

Wii's can be found regularly at Goodwill for less than 30 bucks and softmodded fo play its whole library from USB or SD card.

I gave up on it too after trying like a motherfucker.
Closest I got to it working was on mednafen, the game starts, then after the intro screen it freezes and crashes.
Figured the game was meant to be played by the 3 japanese people that actually owned it and no one else.
