THUG 2 does not have better levels, this isn't even debatable imo. Compare the lines of Jersey and NYC to anything from the garbage that is THUG 2. Even the devs hated that game because Activision made them insert the most retarded shit.

The missions in THUG aren't as good as 4 but that's pretty much the consensus. Different strokes for different folks I suppose my friend, but yeah I don't know how you rate 2 levels better than 1's.
