Maybe devs were making a generic scotformer or were low on budget, or made licensed shovelware game that didn't require much effort because kids would buy it anyway. Some composers worked on video game music solely because they liked to challenge themselves and exceed the limitations of given hardware.

wow this is actually good. the original crash games had such bad music that it actually damaged their esteem as retro games, since music is the primary driver of nostalgia. barely anyone remembers them compared to how huge they were at the time.
