You know, when the game itself is meh but the composer went all out because he's a based dude loving his job.

What makes a game "deserve" a good soundtrack? How was the composer supposed to know the game would be considered mediocre after its release?

Maybe devs were making a generic scotformer or were low on budget, or made licensed shovelware game that didn't require much effort because kids would buy it anyway. Some composers worked on video game music solely because they liked to challenge themselves and exceed the limitations of given hardware.

The best password screen music of all time, no question.

The game isn't meh but it's more that the best track in the entire game is on the least important screen

I mean, it's not a bad game, but that soundtrack deserved a timeless classic to go with it.

Such is life for Mega Drive game OSTs.

wow this is actually good. the original crash games had such bad music that it actually damaged their esteem as retro games, since music is the primary driver of nostalgia. barely anyone remembers them compared to how huge they were at the time.

Great soundtrack, and the look of NES Jason is haunting despite the game being so-so. Something about 8-bit horror makes it extra grungy, and has obviously influenced doujin and western indie horror devs alike.

not obscure obviously but it was the first thing that came to mind. i never even played the multiplayer mode, i just sat on this screen to listen to the music.

It is not even that bad as a western console RPG. You want a great Neil Baldwin NES sound track wasted on shitty licenses, look no further than James Bond Jr or The Jungle Book.
