That's not even the problem. The problem is being able to load graphical for more than 3 different TYPES of enemies. Plenty of SNES beat em ups have sections with more than 3 enemies at once, it's up to 5 in FF3 for instance, but it's 5x the same one enemy

Yes, the SNES only having 16 kbs VRAM for sprites is certainly another bottlenecking factor, and yet another design flaw which did not exist on any of it's competitors, and seriously constrained it's games by comparison. Quite sad and pathetic that the SNES, despite being two years newer and more expensive than the Mega Drive, struggles to perform with one of the staple 16-bit genres.

Undercover Cops manages 3 enemies or more, and then there's stuff like the birdie pickups that run all over the screen with tons of them. Damn good game and a challenge - better arcade version but it's admirable the level of sprite detail made it over.

Ghost Chaser Densei removes 3 characters from Denjin Makai, the arcade version, but adds new moves, new story, and more balance for the single player. The amount of enemies at once isn't neutered either - they probably got round it by having less animated zako enemies alongside the better ones that usually just manage a rush at you before being jabbed offscreen. It's well coded though.

How come many Genesis games are loaded with slowdowns, though? Bloodlines has more slowdowns than Super Castlevania IV, Mega Man Wily Wars have more slowdowns than any Mega Man on SNES.
Even arcade hardware had slowdowns though, it seems it was something that wasn't seen as something terrible - and most of the time it wasn't, it's not like the games were chugging at 3fps as if they were Spectrum games.
I think the modern autism regarding slowdowns is a bit exaggerated. Not sure if zoomers who get alienated by slowdowns (don't think so because framedrops are common in modern games, and modern games are even slower than retro games, at least arcade and japanese console games) or just obsessive old men who still can't let go of old console wars... probably the later.

I remember one of those Rushing Beat games allowed you to create custom color palettes for every character in the game (enemies too), which ate hours of my life.
