Do NES on a chip-style consoles suffer from increased input lag compared to the original hardware, or are they so crappy that they don't offer any such advantage over regular software-based emulators?

They're actually real hardware, so they don't suffer from input lag, there's absolutely no overhead. That said, they do suffer from other inaccuracies (color, sound, game compatibility, etc; depends on the NOAC, there's thousands of variations), where good emulators in theory would can be more technically "accurate". Famiclones have their place and are important as the primary source of gaming in some parts of the world. If you want real hardware on the (ultra) cheap, there's a case to be made for them. They're fun.

There is no such thing as framerate on the NES it always outputs 60hz the game physically slows down but the system never skips or misses a frame.

I ordered a shitty 3rd party Dreamcast arcade stick off of ebay once. It arrived, and then a few weeks later a random Famiclone arrived from the same address. I already had a NES but it was pretty exciting since I was only like 12 or 13

Some flashcarts work on Famiclones, depends on the architecture of the clone. A lot of them don't have enough power (literal electrical power) to drive hungrier flash carts, it's a toss up. That said, multicarts will all work great, they're pretty much the intended use and the modern ones have a lot of good stuff on them, not just NROM 1st gen titles like in ye olden days.
