Urban Reign I think is made in Tekken's engine. It feels like Tekken Force mode fleshed out into a full game.

Not retro (ain't the PSP just a scaled down PS2 anyway?) but check out picture related, the combat is really fun even if a bit slow until you get better moves every time you level up. My only gripe is that out of all moves there's only a single AoE move and its ridiculously slow with low damage, but you almost never get into group fights anyway if you don't willingly instigate them. Just remember that similar to the Way of the Samurai series, each playthrough is very short (you can literally finish the game in three to five minutes simply by sleeping repeatedly) with the focus being replaying it over and over to do everything.

I was trying to remember this game the whole thread
It's kind of like modern roguelites where you have random dungeons and there's a huge penalty for dying, but you're supposed to die sometimes anyway
Interesting combat too. Tons of different fighting styles among the 3 characters and weapon types, and you can get Tekken style juggle combos going with some practice
