It's a Joustvania where the screen wraps around and you collect chicks while killing cats and iguanas with random objects, take them all to the door at once to score the most points but enemies can cause the chicks to lose track of you. It's one of my favourites of the genre.

It's a region free cart.
You could put that cart in a Genesis and it'd play in 60hz. You put it in a Jap Mega Drive and it'll play at 60hz, plus Streets of Rage title screen would say Bare Knuckle, Revenge of Shinobi would come up as the Super Shinobi, etc.
