Vita has been suggested and not even that is safe. Nearly almost everything decent, and even not terribly decent like the Neptunia games, are like 50+$ even with newer versions on Steam being sold for nearly nothing constantly

Collecting games and consoles is my favourite hobby that I would never recommend.
There's no way to go about it "on the cheap", even just buying consoles and their respective flashcart/optical disc emulator is expensive.
While people say this is the "worst time to start collecting", I don't see prices of games and consoles coming down in the future.

If you've got to start a collection, maybe get into collecting PS2 and Original Xbox games. It might barely be retro, but they're consoles that have lots of affordable, good games.

Emulation is only good if it's almost 100% accurate. N64 and PS2 are known for having janky emulation. I heard N64 got better recently but the PCSX2 wiki is still full of glitches and workarounds. That's really fucking gay. It sucks, but you still have to get a PS2 and softmod it.

To answer your question, I would start somewhere cheap. I'd say anything 6th gen minus the GameCube as the CGN cultists have been driving up the prices for that recently. PS2 games can still be found very, very cheap minus a few titles like Silent Hill 2 and 3. If you want something a little more retro, most NES carts are less than 20 bucks, with some more well known titles barely breaking 30. Loose Genesis carts are also great.

This isn't true. I just tried emulating Soul Reaver using duckstation on my OLED TV because I wondered how it'd look in 4k, and something felt odd to me. Then I pulled out my PS1 and plugged it into my CRT I had laying around, and I realized the game felt significantly snappier and better to control on it. Owning the consoles but using flashcarts and modchips is the real way to go in my experience.

Thankfully, there's a rather high barrier to entry for most games, combined with what I imagine is a greater number of copies for each game considering the Saturn's relative success in Japan. Maybe focus on grabbing the meme games like Panzer Dragoon RPG and anything that's easy to play without knowing the language, and from there I think we'll be safe collecting at a relaxed pace for a while. There are so many great games I'm acquiring them faster than I can play them, though.
