What was the general reaction when Sega announced they were discontinuing the Dreamcast and exiting the console market? Were people shocked, or did they already see it coming for a long time? Were people upset, did they view it as a tragedy of gaming? Were there Sega shills in tears and Nintendo/Sony shills gloating on online forums?

I felt the same here. That OG era of gaming was dead and then:
The super rich corporations with no history in the arcades or 80s in general who were doing gaming as a side hobby (Sony and Microsoft) took over the home market.
Nintendo was relegated to handhelds and casual shit like the Wii.

That was it. And from that point forward there's been nobody to shake up the scene. It's been Sony, Microsoft, 'ntendo, and PC for over two decades. Maybe VR headsets will pop off one day. Oh well, it's always 9/9/99 in my heart

We all knew it was coming, and as a diehard Sega fan I really hated that it was something that might happen. It didn't help that between the Japanese launch and the US launch, most US video game sites and gaming magazines were referring to the Sega Dreamcast as "Sega's swan song". Even after launch there was some aversion to buying the system because the PS2 is coming.

In all honesty, I had a feeling it would happen. A bit after the Dreamcast launch Sonic was released on NeoGeo Pocket, and I think sometime in 2000 Sega announced they were developing for Game Boy Color and other mobile devices. Still it was quite sad. I remember the Dreamcast discontinuation announcement putting a damper on the PSO launch.

It was kind of expected at the time. I quit video games a bit after, primarily due to a lack of funds, but it did give me a decent reason demonstrating that the kinds of games I like are not favored by the rest of the world. Imagine like watching someone pass away in hospice, you know it was inevitable, and they did get replaced by a better company, so video games are in a better place, but I still enjoyed my time with Sega consoles.
