No, FFIX definitely had the shitty, no-rewards card game with obscure RNG-dependent rules.

That said, it was probably the most fun PSX FF, and definitely had both the best boss themes and the best character development (at long last, a useful blue mage that isn't Strago!)

Yes, they had a card game called terra master and if you press square to random npc's you play against them. There's was even one part where you need to do this to progress through the game.
