Any version you can get your hands on will do, but...

US SNES version had a dumbed down difficulty and kind of bad translation (by today's standards.

JP SNES w/ Trans Patch has the original difficulty, but the translation feels a little dry, even though it is more accurate.

PS1 version, IIRC, had the original difficulty and a better translation, but those load times...

GBA version has a better translation, but is made easier (plus, the US version has some nasty bugs).

DS is harder than I remember JP SNES being, has a pretty excellent voice cast, and new mixes of the OST, but the gameplay is slower due to new animations in battle and you have to deal with DS 3D (may be a positive or a negative).

PSP is the GBA version with new sprites, the DS version's OST, and The After Years thrown on. A good choice.

Really, any of them are good, but I recommend the JP SNES, DS, or PSP. They guy who posted that probably intended the SNES version because /vr/.
