The police station connected to the sewer system. Then the sewer system connects to the tram system. Which in turn takes you to the Marshal Yards on the outskirts of town, which is used as a front for the lab.

No, the in-game explanation was that Chief Irons was insane and was in bed with Umbrella, and he intentionally ordered that weapons, ammo, and equipment be stashed all over the police station to make it more difficult for the officers to get ahold of when the zombies showed up (they were using the police station as a makeshift emergency shelter for civilians).
