There are a few video regions: SECAM(asia), NTSC-J(Japan), NTSC(dumbfuckistan), PAL(europa). Back in the day, televisions used these region "codes" because televisions outputted scan lines at 50hz (576i, I THINK...PAL) or 60hz (480i, I THINK, NTSC).

Your video game (PAL, 50hz) will not work on an NTSC console or tv (60hz) without some sort of modification.
