I can understand people refraining to localize some ultra text-heavy JRPG, but some Japan-exclusive games had just a bunch of lines of simple text. Still, no one took the effort to launch the game here. Not only for the Saturn, but for many systems. What does a game need to be launched in the west? From my experience there's a huge amount of randomness involved.
