Why do these two games fall apart completely after the first disc?

Because 8's gameplay loops is based around not playing the game, and the story isn't strong enough to carry it.

9, however, has a better gameplay loop and the story is definitely better, so I'm unsure why you would say it falls apart except for the fact you didn't like the story or you feel it takes too long.

9 is great until the end of the second disc. Drops from the beginning of disc 3 on but is still passable, and then falls apart when you're fighting space monkeys on the moon, and Zidane becomes a generic emo weeb protag for no reason at all who overcomes everything with the power of friendship.
Nothing about 8 ever makes any sense or is logical in any way to begin with so it can't really fall apart. You just accept what it is or drop it very quickly.

it's simple. squall is the type of character to retreat into his shell and not care about the outside world ("whatever..."). thus it is in character for him to retreat into a card game and become idle. however, fortunately for squall. his time spent playing cards is not for nothing... since -at least in squalls mind and the game world- guardian angels are actually cards, monsters are cards, and so is everything else.

in terms of story I think they could have ended 9 better. Pacing also gets a little weird towards the end. it's still a great game and one of my all time favorites.

It's less it slows down and more everything that's happened up to now has got fuck all to do with the plot anymore. The game has just handed you two very late game characters who are in dire need of levelling and obtaining abilities, one of which has less than nothing to do with the game's story and while the second half of the game isn't terrible, it's not building on anything the first half established.

Garland tried to wipe Zidane's personality/will away, because he was a "failed" genome, like Kuja. That's why he acted like an asshole, the spark was taken out leaving just negative memories of what he had done in life. The game's theme isn't just life and death but also memory. Just saying, that's why he suddenly became NOT-Zidane. He was right on the edge of death, for all intents and purposes(ego death) and his friends in combat come in to yank his crybaby ass up out of the mud like he had done them.

Because both games END with the first disc. In FFVIII, Squall is killed when he is skewered with icicles by the sorceress Edea, the rest of the game is a dream of the Fayth intended to fill a cosmic void or some such. In FFIX, Belatrix murders your party in cold blood for daring to kidnap the royal princess. No trial, no jury, and everything that follows exists simply to justify the price of the game.

The game makes it pretty obvious that drawing magic makes you stronger a lot faster than killing enemies. Plus it's not like other FF games where you can just sleep at an inn to replenish your MP; you have to keep drawing magic if you want to keep using it. It also really doesn't help that you can only draw certain magic from certain monsters, and sometimes (especially with bosses) that magic will be rare. So it makes sense to stockpile as much as you can.

I don't like that 8 doesn't reveal the real villain until disc 3. It spends a long time building up Edea then suddenly goes in a completely different direction, and even then it doesn't really do Ultemecia justice. 7 is probably worse with the whole it-was-mainly-Jenova-all-this-time thing that's still confusing as hell.

I'm not a big fan of 9, but it doesn't have any of the same problems.

9 really stops holding your hand once you leave Alexandria. I tended to get lost at that point and then never continued. I've heard there isn't one particular way of advancing from there, but that isn't at all clear when you're lost in the field and getting slowly whittled down by random encounters. Probably not what you mean, but besides undiagnosed ADHD, that's what always stopped me getting to disc 2.

FF8 was already going shaky before the end of disc one. Tomb dungeon is lazy design, the sewer dungeon is total shit, then you get a sorta hype boss rush followed by Laguna does nothing and a somehow even lazier, shittier dungeon. At least flying the school was worth it.

FF9 also does the slow restart thing on disc 2, but with a cooler location, then the really nice tree dungeon after that.
