I still think the Dreamcast RE;CV looks great for an early 2000 release. Shenmue was released in 1999 and was regarded as the best looking game on the system until the release of Shenmue II. Code Veronica came out months later, and those models really did look impressive. Something that was also used in Shenmue. They used a cinematic model rigging. and would switch between specific models for specific scenes. The only other games that had characters models that looked as good as RE:CV or Shenmue were fighting games like DOA2, VF3, or Tekken Tag Tournament. Nextech did the coding for the Dreamcast and PS2 games. They were a software team owned by Sega, they also aided AM2 in porting Shenmue from the Saturn to the Dreamcast. Next Tech had good understanding of the Dreamcast hardware. The PS2 was released months after this game in Japan.

That is the shitty CVX Steve Burnside model, and not the original Dreamcast one. I think the PS2 game looks even more washed out than the Dreamcast original. The in-game models in the PS1 era game looked like wooden dolls, except for the cg cutscenes. These were an improvement.

I think NexxtTech was doing the port for RE2 on the Saturn. Capcom really didn't have the technical knowledge to do it themselves. RE2 was ported (with RE3) to the Dreamcast instead, it was a port of the PC game running through Windows CE. Code Veronica was put into development before RE3. Capcom through a lot of support behind the Dreamcast, and made an original RE game (like RE0 was suppose to be an original N64 game). The game is a direct continuations of Claire's storythread in RE2. Then they Brought Chris into the game to tie it more with RE1. It was trying to be RE3. The real RE3 still has elements of RE1 and RE2, though. As it follows Jill, instead. So take that for what it is worth. Also, at some point, Steve may have been Leon, because of the visual likeness. It's like they wanted Leon and Claire to have some sort of love story, where they are the ending of the X-Files movie (1998), and go to Antarctica for the final act of the game.

John Woo influence was big in The Matrix. And in Code Veronica. Not sure if I can reference any movie that had a scene like the "home video" sequence in the game. But, you are probably not wrong that it could have come from some mid late 90's movie. There were also references to the book/ movie Battle Royall.
