I've heard that discs for Sega consoles in particular like Sega CD, Dreamcast and Saturn are vulnerable to disc rot, perhaps more so than the discs of others. How do I prevent my copy of Snatcher from succumbing to this, for example?

By selling it to some other dork and repenting for your coomlecting.

Outside of storing it in a dry place, not much. It's a chemical reaction. If it happens, it happens.

There's two things which can cause disc rot, 1; poor sanitation during manufacture, and 2; bad storage. If Snatcher is a game which is known to have batches affected by disc rot, it's kind of just a matter of time, but if it's not, really, just store it away from sunlight and keep it dry, tape a little desiccant baggie inside the cover if it fits or something, or just keep a bunch around the spot that you store your discs.

You do store your discs in a shelf covered with doors, right?

Yeah, but disc rot is predictable, if the manufacturing was shitty, and a certain game, movie, or album, is known to be affected by it (specifically certain production batches), then you know that it's going to go bad in like 10 to 20 years from printing.
If it's not, however, and you store your discs good and take good care of them, they can last quite a long time, certain discs could probably last a century, if not more.

I bought two copies of klonoa door to phantomile, one after the other years back through ebay and they were both broken in shipping.

I've been there. I bought a complete in box Shining Force 2 on ebay like 15 years ago and the dude put the game, which has a thin cardboard "case", in a manila envelope and the game's case was crushed on arrival basically.

I believe that you are within your rights to break the knees of the person responsible with a length of pipe, actually.

Someone shipped me a Code Veronica X box in an envelope. Not a bubble envelope, but a regular one.

Game was alright, but I also don't care now because it was CVX and was only a few bucks.

If you think your games are going to rot, you are fucking retarded. We have discs made in 83 that are still mint.
This is like asking "IF I LEAVE MY PS1 OUTSIDE FOR 4 YEARS WILL IT STILL WORK?!". It is retarded and useless discussion.

They *can* rot if they are stored really badly, or if they were manufactured really badly, but the former is very easily prevented, and the latter can usually be determined with some research. It's a *potential* problem, but 99 times out of 100, it is trivially easy to prevent, kind of like how rust is a potential problem for tools, cars, and guns, but can usually be avoided with some common sense.

i threw a bunch of games out that didn't work then I realized as an adult I could fix them with headlight cleaner and could have kept them all. Threw out Budokai 3 for PS2 and Melee. I miss Budokai 3 a lot

The store I work for has a disc resurfacing machine that fixes some of the most gnarly discs you could possibly imagine but if I never gotten a job here I'd have had no idea it was even possible to fix a scratched disc. I'm honestly still kind of surprised such a thing even exists.
