Why couldn't Americans develop for N64? It's just Japan/England. There's like one game in the top 20 games for it that's from USA (rogue squadron)

Rocket: Robot on Wheels wasn't that popular, but it's a very well made game. Was made by Sucker Punch, an American studio.
There's also Turok, maybe has mixed opinions, but I liked it well enough.

If anything, there was too much western support on the N64 and not enough Japanese. Outside of the games developed by Nintendo, Konami, Treasure and Hudson, every N64 game was made by a baka gaijin company.

64 was too niche of a market to dedicate the resources to and it couldn't be paired easily with a PS1 version. The 64 leaned heavily on Nintendo/Rare enthusiasm so the interest wasn't really there to break into that market.
