Not him, but small revisions don't make for novel games. It's usually mainline Mario games where Nintendo puts all their creative focus on, all of the Mario spin-offs (including MK), Pokemon, Smash, etc. are mostly the same game with some features put in and others taken out. Zelda was exactly the same game until Breath of the Wild, and even then they were praised for doing something Bethesda had been doing for 2 decades. Sorry, but it is PR speak, Nintendo doesn't care that much about innovation in the current year. If they can't market the game properly, they won't make it. F-Zero is too much of a niche game, even Metroid with Samus's appeal still has trouble getting games done.

Besides, the real reason is that F-Zero games just aren't that great. They're twitchy, high-speed platformers, more than actual racing games, which is why only a small amount of people are into them. I'm very much into racing games, and F-Zero is the first time I found myslef having zero fun with one, namely because it barely plays like one (INB4 the git gud, go actually play a racing sim instead of a futuristic bing-bing wahoo racer). At this rate, they're better off remaster GX and adding an online mode.

They use that argument regarding major IPs such as Zelda and Mario. They are not referring to generic multiplayer IP updates or kid filler like Kirby. F-Zero is an IP they would consider to be of greater substance so they can't make a new one until "something innovative" comes up.

Nintendo has a serious problem, it has too many IPs and not enough devs, and on top of this they also run their own platform, every generation there are games that they have to release to drive their consoles into the homes of consumers, and in general Nintendo are the only company that does this on their hardware, Monster Hunter Rise is literally the only non Nintendo game that so far is doing this on their current hardware, this game is releasing after 4 years on store shelves, and there's a good chance that Rise will be the only game on their current hardware that will ever do this, and Monster Hunter will more than likely be the only game to do this on their next platform do, assuming Capcom doesn't pull it to focus on pushing World. When you take this into consideration it isn't that Nintendo are simply not interested in making a new F-Zero, or that they are removing sales because it will steal them from Mario Kart, F-Zero won't be doing that, it's because Nintendo need to have a Mario Kart to drive sales, but don't need F-Zero to drive sales, so Mario Kart a game that comes out really only once per platform gets priority.
Nintendo do have other series that aren't requirements to drive sales of their platforms, but if you look at those games in every case it's an IP with a dedicated studio, Fire Emblem, Kirby, Xenoblade.
Yakuza Studio could probably score another contract with Nintendo for more F-Zero but they want to make Yakuza.
