1: Voice actors are expensive.
2: FF games have a huge amount of dialog.
3: Voice audio files suck up a lot of space which even in the CD era was still a premium despite being 200 times that of the cartridge era.
4: Many voice actors are literally retarded and are incapable of speaking properly when presented with a microphone.

Very few RPGs of that era had voice acting, let alone full voice acting.

There are some point and click games that had full voice acting in the mid SNES era. Try harder, kid. Also there are lots of voice acted PS1 and PC games in the late 90s (and 2000), including for RPGs, don't lie, kid.

Many PS1 RPGs had a little bit of voice acting, but mostly just in anime cutscenes and battle clips. Rhapsody and Tales of Eternia are the only exceptions to that I can think of. Fully voiced RPGs weren't really a thing until the PS2 era.

Most of the FMV was dedicated to action sequences or big setpieces that wouldn't need dialogue. The handful of scenes that might have benefitted would have felt out of place if the only time you heard a character actually speak was a single sentence in one FMV over the course of a 60 hour game. Plus I honestly don't think they were confident in their ability to animate dialogue. The faces certainly weren't rigged for that so mouth flaps would look like the elves in that Rudolph the Red Nosed Reindeer stop motion movie. And if you're spending big bucks on FMV in the first place do you want to waste it on characters talking?

I remember the novelty of in-game speech being a reason the 32-bit era felt like such a big leap but given the kind of dialogue RPGs typically had it was definitely a good thing they rarely employed it outside of cutscenes. It typically sounded better in your head than it ever could have spoken aloud. I think those limitations are why we often came away from RPG stories feeling like they were generally good. We were filling in the blanks in our heads.
