Nabooru and Zelda disprove that in Ocarina of Time, and also In Wind Waker it's canon that Laruto and Fado are both killed in order to stop them from serving as sages. When sages die they need to be replaced.

These posts just made me realise that majora's mask's existence kind of neutered these witches.
MM is possibly my favourite game ever but once you have seen these two running a little potion shop and flailing on the floor, they kind of lose their edge when you replay OOT.

The first time i saw this boss i thought they were creepy and kind of intimidating, and their existence gets you thinking about lore and where these two came from, their motives etc.
but not any more after playing MM.
I'm thankful they didn't do the same with any other OOT bosses.
