Silent Hill 2 was a psychological horror game where every individual enemy and part of the narrative represented a part of the main character's psyche

SH1 doesn't look great but still looks interesting for a late 90s game and unlike SH2, which gameplay isn't great, 1 and 3 both have pretty decent gameplay (combat isn't the only form of gameplay). Combat gameplay is the most fun but also ruins the horror feel. Horror gameplay was always about removing combat by limiting weapons, darkening visibility, far camera angles that made even harder to aim at the target. And the combat gameplay from the first Resident Evil games were shit compared to Doom and Quake, but still turned out to be a better horror game. Silent Hill simply took the shitty combat gameplay from RE to the next level and made a better horror from it.

The best of the old gen RE is the fixed camera angles, I know it's a meme at this point but the tank controls and the limited vision did wonders in not letting you have control of the space, even with auto aim on, zombies had a chance to surprise you or simply by you fucking up the movement of your character. I've never felt scared in SH, enemies aren't really that dangerous aside from the boss fights.

A game can have good non-cinematic gameplay but if it has six hours of cutscenes you're still basically watching a few movies during a playthrough. That's a lot of time spent not playing and only watching things happen, like with a movie. The majority of story should come naturally during the gameplay and not through the use of cutscenes, or else it becomes a movie game regardless of the gameplay itself.

Cutscenes are fine if they're being used to set the stage and then the bulk of the experience comes during gameplay is what I meant. Like in SH1 with the school and hospital being nightmarish, there didn't need to be a ton of cutscenes explaining why they were like that and what it all meant. You're just told Alessa was tormented in those places and you experience everything else while actually playing. Short cutscenes can be beneficial as a kind of interlude between gameplay sections. When I try to play something that has no cutscenes at all I find myself wanting to take short breaks every 15-20 minutes anyway.

More complex story lines need longer cutscenes to understand the plot. Silent Hill is a deep mistery game. MGS is a deep conspiracy game. They both need longer cutscenes. The actual answer is they split up development to work on SH3 and 4 and 4 was rushed out more. Notice that 3 manages to play it safer too in terms of locations, even reusing Brookhaven from SH2 entirely. 4 does the same by having the second half be backtracking.
