Why did Tobal 2 fail?

I'm not even that anon that shits on Toriyama's designs every chance there is in /vr/, but I do think those didn't work that well this time. People liked the more "serious" approach of your Tekken or Virtua Fighter better for this sort of game.

Yeah, its news to me that it failed, both games were pretty popular afaik. You can't expect Tekken numbers from a game that had no arcade release. The first game sold more only because a demo came with FFVII.

You have to "earn" the 200 characters in quest mode. If there's a ROM with a translation in English, you'll get hours of fun desu.
