That depends entirely on who does the mod and how. In theory PAL is a better color system. But it's disingenuous to argue that the 60hz mod commony used gives a better signal when there are glaring visual glitches in some games.
Nintendo had an official 60hz modded UKV SNES that used a much more complicated mod and doesn't have those problems. In theory if you did the same mod you'd have a glitch free PAL 60 SNES. I'm not aware of anyone attempting to reproduce this mod.
I have a few of these PAL 60 SNESs and many SFCs and SNESs and they all look pretty much the same. So while in theory a PAL 60 system would look better in reality it's not going to make a noticeable difference. Unless of course you use a mod that gives you an inferior broken glitchy SNES.
