There's some pretty sick GBA mode7 racers. A surprising amount, really. Look at GT Advance 3, it's a really solid game with a large list of cars and the ability to upgrade the shit out of their stats over time with parts. The cars are sprites made from models.

There's also some oddball ones that have legitimately 3D terrain like Driv3r GBA. Driv3r GBA is strange because it has slopes but barely uses them, the game looks flat until you start seeing it a little. All cars are still 2D.
