In MvC 1-2 absolutely. Her range is pitiful, low health and low damage output.
She's pretty good in Tatsunoko though.

As far as joke characters go, Roll is far superior, and worth actually playing a few times, as opposed to Norimaru, who isn't funny, doesn't play well, and has a ton of licensing issues associated with him because Capcom doesn't own him at all, and the guy would never license over here anyway.

That was a huge waste of effort, and even space, which was limited then.

Well to answer OP I like messing around with them. I think Dan is a great example of one since he has tools that are genuinely fun in their own right, like Dan kicks, while still evidently struggling in ways. If the character is purely shit then it just usually isn't fun since what tools you can actually use is probably nonexistent.

In MvC1 she was smaller than Megaman, all her supers came out slower so she couldn't really combo them, and her strongest normal punch was as strong as Ryus weakest punch. The only upside is that her throws were okay, and if you could connect the laser beam on her qcfPP super it did good damage.

She was super fun to fight Onslaught with due to just how small she was.

She was just thrown in as an inside joke because they had a little bit of graphic ROM space left. Only enough for a handful of frames of a small character like her. They weren't intending for players to ever find her. Hence why the code for her is so convoluted, involving holding down the coin switch and such.

I don't mind them if they aren't too much extra work, i.e. if they're a headswap or otherwise light on work compared to the characters people are actually going to use. I would rather not see them in modern fighting games, where any extra effort could instead be directed towards further developing characters or mechanics that companies (should) know very well how to make by now, but in early games they're fine as offcuts.
Khan is only in HftF because Black Polnareff (an excuse to reuse Silver Chariot sprites) and Chaka were already in, so they wanted to have all three Anubis users in. Aside from having the Anubis counter this guy pretty much has the bare minimum amount of tools required to play the game, and even a few perks like decent mobility and a good jump for his only real mixup. He's not missing anything important but he doesn't do anything that good either. I like how he is in HftF where people who gravitate towards him and other passive stand characters are left with worse characters (either because they're too timid or too lazy to learn a character with an extra stance), but where he's also fun as a side option simply because he's that bad and simple compared to everyone else.
