They're shareware. Basically game demos that you could play for a couple levels then it'd tell you how to buy the game mail-order. This was back before most people had internet, let alone internet that could realistically download non-trivial games. Game devs relied on people copying and distributing their demos for them.

Those shareware collections they sold for money were probably technically illegal, but I doubt anyone really pursued it.
