Just going to repost this:

To really answer your question:
There's Steam, no real problems I heard
There's "GoldSrc Package 2.3", which I haven't tried but heard good things (mostly used by speedrunners)
Then there just finding (pirate) an old WON variant of HL and updating it to 1.1.0.0. (I use this mostly because there are some mods I have that have not and will never be updated to Steam HL)
