The best FMV games are technically point-and-click adventure titles. Tex Murphy Overseer is the best one I've played.

I personally hold a torch for Brain Dead 13. Instead of porting the Don Bluth games, Canadian game publisher Readysoft tried its hand at making its own FMV game and it was one of the highlights of the '90s for me.
