Because it was mostly coded in assembly and other spaghetti code. Also the chips and other architecture was mangled together last minute to compete with Playstation. It was extremely hard to code for especially in 3D.

Panzer Dragoon Saga is worth it in itself, also The Shining Force III translation patches are awesome. Dragon Force 1 and 2, also the definitive version of Policenauts.

really? I can't get any core to load right on retroarch and it always crashes on my pc.
and when I try to emulate on my Pi4 it's unplayable and choppy.

Use Beetle-Saturn core.
You need the BIOS files in the BIOS folder but it expects the USA one to be called 'mpr-17933.bin'
Need bit of a beefy computer but works nice I've found.

mednafen emulates it fine. it's harder to emulate some PS1 titles. Monkey Hero still has too many glitches.
