Every Sonic game is so unbelievably shit that all you have to do to win is hold right and press jump occasionally. The reason some people had difficulty is that frantically trying to jump off of the barrel FEELS like it's almost going to work eventually, as you're inevitably going to have times when the D-pad is accidentally pressed up or down for a moment, making the barrel bob a bit more than usual and giving you the false impression that you're close to getting past it.
