No one said Billy wasn't a top tier arcade player. It's just that he did in fact did very blatant cheating and fraud to keep his later scores up. He has way too big of an ego to let others be better than him. The fact that he is, or at least was, good, means that it's easier for him to cheat. Moving forward that means EVERYTHING he does should be seen with extreme skepticism and we should assume he's cheating in some way as a start. He may have simply changed how he cheats. The motivation for him to cheat is obvious, he's desperate for new scores to supplant his old scores and to distract from his cheating scandal. He could have cheated in any number of ways, even with a live game. he could have tweaked the game's rom for instance.

Let's look at Starcraft Broodwar. The top tier player Savior conspired with Korean mobsters to throw matches for betting purposes. He was one of the best players in the world at the time, so why cheat? Why not cheat? He'd be a sucker to turn down that kind of money. But as punishment he got a lifetime ban from Korean E-sports.
