I do like the vertex colored only look, but ps1 handled textures fine in 95% of scenarios. It just wasn't great when the camera got too close/angled or the texture was uv'd across too large of a surface.
But games like xenogears and mgs have great texture work.

I'm not sure how many games use the technique anymore. I know of one for sure, but it also uses textures, and the vertex coloring is just used to get nice gradients and fake AO.

MW2 uses extremely low res textures on the mechs, to the point where it's almost unrecognizable and more like a simple pattern, save for some details like launchers and gun barrel openings. Image textures nonetheless. The other textures are the clan emblems on the sides of mechs. Again very low res, but they are there. These are actually separate decals and they float slightly above the mech models.

It was a good decision to not use textures on the terrain. Given the high draw distance(for the time) it would've shimmered like crazy.

Frontier Elite 2 was more immersive than even Elite Dangerous, something about the lack of textures made it feel like a real universe rather than a game. I'm hopeful that people will eventually get over pixel-art and see the value in untextured polygons
