Restrictions on or imperfections invisual media can become creative tools in the right hands

Sprites,textures, objects etc. were often created with the understanding that they were going to be displayed to the end user through a CRT monitor, which will introduce scanlines and other visual artificating, if you know this is going to happen, you can account for it and even use it to add texture and imply additonal detail in stuff to get a better end result without adding in more detail or expending more of your limited system resources

Think of it like using shadow creatively in film like in this pic, originally the hard shadowing (caused by the need for very, very strong stage lighting to get any detail onto early film) and lack of colour seen here were simply hardware limitations to be worked around, but here they've been used to create a certain mood very efficiently, without any extra technical "work" on the part of the artists, the same composition and framing but with a modern HD camera in full colour with realistic brightness would look very very different, less emotive, despite capturing the same information

Better yet, think of shooting a movie understanding that its going direct to VHS so you can make use of all that blur and visual noise to create a certain aesthetic or enchance otherwise shoddy vfx without doing anything other than keeping it in mind when composing your shots

The trick is to use very, very faint scanlines.

Most filters user gigantic ones, but you shouldn't notice them from a normal viewing distance.

Doing that on modern displays requires a reasonably large resolution, at least a 5x upscale on 240p.

Then it's up to you if you want something like a composite filter to blend certain items and data, and if you want some phosphorus glow (just a very small amount) to enhance some of the blending and soften edges.

Anon is right. The problem is that it's full of zoomer retards that use gigantic thick black lines and thing that's how a CRT looks. It's a very subtle effect, and you never see actual lines on the screen. The thing is it's also almost impossible to simulate on lower resolutions, the closest you get is on 4K OLED screens.

The size of scanlines is entirely dependent on the TVL count of the CRT. A 300 tlv set at a proper distance, no you probably wouldn't see scanlines. But on higher end arcade monitors where you start getting into the 4-600 hundred you'll definitely see them, and they'll be very very prominent on professional sets where you see 800-900. Also depends on the size of the monitor as well
