Not 1 of them, both of them did. The other pic is from Nishitani's legit twitter account, and pic related is from a SF vs Tekken art book, has an officially printed comment by Akiman, the other designer of the original Final Fight and direct creator of Poison.

Of course, at the end of the day she's a 2D girl. Any porn artist can make futa porn so basically any female character can have a dick.
In the case of Poison, I'd go with what akiman says: JP Poison is female, US Poison is trans. But the whole reason of why they made Poison a trans is more comical than anything. You are grossly incorrect. Back then, the japanese teams would also take charge of the english localization, maybe with some assistance from 1 american guy or whatever. That's why retro games are plagued by engrish, most of them were just the japanese devs themselves doing their best at english, without even any native speaker to correct them.
Regardless of if ニューハーフ was added at one point after or not, the most important thing remains: that sketch has no date. That's probably not the very first Poison drawing.
One dateless sketch drawing doesn't contradict what Nishitani explained, and Akiman's "I consider JP Poison to be a woman" only confirms it. If you want Poison to be a trans, that's fine, but it's evidently not the original designers' original idea, and the reason why she was changed in the west has little to do with her as a character, or nothing, really.

Not really. I know a fair amount about the video game localization industry due to a mixture of having in interest in it for years and working in it. In the 80s and 90s, when a game was done, the team members would be sent any which way and it wasn't as easy to talk to everyone. The localizers were usually given folders of information and whatnot and maybe one guy to talk to. Ted Woolsey was given about 80 images for FF VI and that was about it. It took two weeks for his assistants to cobble together a way to actually test the localization. The woman who translated MGS2 was barely given anything. Nowadays dev teams and localizers are basically partners in any decent company.

FOX plays and feels a lot like Sarah Bryant. Move set, etc etc. The reason why they made the fox character a trap is obvious. To be fair, it's 2D and people give traps exaggerated hips that probably even HRT and squats wouldn't create in real life. And her thighs to me always seem to come from squats and constant fighting rather than being inherently endowed with them. A lot of Capcom women have an appearance of some sort of muscular build in sprites/models due to being from fighting games, though combining this with Lilith's short hair and flat chest always personally made her come off as androgynous more than what she was eventually intended to be. More tomboyish than the Lolita she acts like.
