I played RE3 before RE2 so I have to say Nemesis. Plus he's actually faster, stronger and tougher, and his later forms are more impressive.

he was faster, harder to dodge, could kill you instantly at yellow caution, and was sometimes armed.

Nemesis is hands down the best tyrant in RE, he would've been completely impossible to kill without the laser generator.

That and the fact that he's almost faster than you are and he chases you throughout the entire game.

He sounds awesome also.

Mr. X didn't need any fancy gimmicks like speed or a rocket launcher to scare the player, all he needed was a tight corridor and slow walk.

In my honest opinion OP, this is like asking which is tastier, crinkle cut or steak cut fries.

Mr. X had that slow, methodical, "I'm an un-fucking-stoppable juggernaut about to pound you into a stain on the carpet" aura about him.

Nemesis had the whole Predator feel...you KNEW he was hunting you, and you had to wonder if this time he was going to be carrying a rocket launcher.

Both scary(or 'jumpy') in their own fashion. Too bad they dropped the concept...that could have had real potential in the later REs(if it weren't for the other issues...but that's neither here nor there).

When me and a friend played this game a second time, over-confident, we ended up shitting ourselves and closing the game immediately because a different set of events was happening.

Really, Nemesis was a viable threat - you always knew you were in trouble when his theme started to trickle in from the background. Mr. X, on the other hand, would barely rise above being a nuisance. He was very easy to dodge and couldn't follow you between rooms. Capcom probably learned from their mistakes, and that's how we got the Nemesis from RE3.

You make an excellent point, but Mr. X was still scary. The aforementioned crashing through walls(TWICE IN A ROW!), and in Claire's A scenario, having him hop up and over the THIRD STORY BALCONY in the RCPD. Seriously, I can't be the only one who didn't see that coming.

As you said, Nemesis was a threat...but Mr. X was no less scary because he was a non-threat.

And RE3's engine didn't work well with tough enemies like this, so it was just clunky, not scary. It was like Tyrant Fight: The Game.

In this case you've only cleared the "A" scenario and not the "B" scenario which is unlocked after beating A.

B is pretty much like A but through the eyes of the other character (if you've played with Leon A and Claire B and vice versa) but with some extra scenes and enemies.

Basically it's a system to make the players believe there is more content with almost the exact same things. Scenario B is the real deal with the real end boss and ending too, you're missing out if you haven't played it.

I always found Mr. X more intimidating mainly because up until he emerged from the vat of lava, he never spoke/made any noise outside of his loud step. Granted all of his appearances are predetermined whereas Nemesis could pop up at anytime to fuck you up.
