no it doesn't. DBZ was just called Dragon Ball in the manga printing; 'Zetto' was adopted for one volume which was the first after the timeskip, but the manga was running continuously and the Z volume wasn't a continuation of anything. After that one volume the manga continued as Dragon Ball
The anime took Dragon Ball Z and made it the running name of the second series so that they could demand a larger budget. That's literally it, there's no more logic to it than that.
