When I finally got around to playing B2, I understood why people at the time may have felt like 3 wasn't "really" Burnout. 2's lack of takedowns gives it a more traditional racing feel, but its boosting system gives it a real "double or nothing" teeth gritting feeling where you can get some wild speed if you not only commit to never letting go of boost even in the most dangerous situations, but actively continue to style on everyone the whole time.
But it's still fundamentally a normal racing game, if a particularly intense one. Takedowns in 3 was a watershed moment where Burnout would become something never seen before and barely seen since. It's one of the greatest games of all time, but it makes sense that some people who just wanted a racing game would be turned off.
