Style over substance is putting the aesthetic before the gameplay. Now it may not be to your taste, and that's fine, I don't particularly like shmups, but there's no gameplay sacrifice for the aesthetic. This holds true way more often for Western-dominant generes than other genres. There's far more innovation in the shmup genre, than, say, first-person shooters or open-world games or cinematic experiences. It's gotten to the point where devs like Rockstar or Activision or Ubisoft legitimately just take one game, and reskin them ad nauseum. Meanwhile over in JRPGs, you have Persona 5, Xenoblade Chronicles 2, and Dragon Quest 11 in the same generation. Fighting games have DBFZ, Injustice 2, Skullgirls, Smash (technically), UNICLR, Tekken, DoA6, etc. Shmups have taken a hit since they are nowhere near as popular as they used to be, but even then they are far deeper than you give them credit for.
