The game was so popular they actually re-released it a few decades later with widescreen, a higher resolution, and the Daytona license stripped off (but no real graphical updates beyond that). I don't think I've ever seen any other 3D arcade game get a retro re-release. It's usually just games like Pac-man and Donkey Kong that do.

Sega got the Daytona license back when they started making Daytona Championship USA, so it's not really an issue anymore (that's why the HD home port didn't have to change anything). Sega Racing Classic was just released before that.

Daytona Championship USA is either the third game in the series or a reboot, depending on who you ask. Sega Racing Classic (the re-release) was made in 2009, back when they didn't have the license. I believe whoever had the NASCAR license (EA?) had the rights to use the Daytona name in video games at the time.

It had an extremely complex drifting system for the time where the angle of your drift was tied to which gear you were in, so you'd generally have to downshift into either 2nd or 3rd gear based on the angle of the turn you were taking, then slowly shift back up when you were ready to come out of it.

Yes there are. The XBLA and PSN versions are really good. I also like Daytona 2001 on the Dreamcast. Honestly, the original port on the Saturn has a horrific framerate of 20fps and looks like a mess of pixel soup. But oddly, the controls are spot-on. Daytona USA CCE on the Saturn was made using the Sega Rally game engine. The game does run at a good 30fps and has much less draw-in than the first Saturn game. But the game never really felt like Daytona to me. It's a pretty good racing game, IMO.
