OP, the sad truth is no, I don't think there is a single other full scale strategy RPG that has a fully explorable world, not even the other Shining Force games do it to the same extent. Closest thing one could get are RPGs with smaller scale tactical battles.

what was that one game on super famicom that was translated a couple years ago with the tactical battle maps and each characterhaving elemental magics you could customize

i remember you could get NEGATIVE element levels and it was SORT OF pretty cool

Some people here might argue it's not /vr/ since it's a direct translation of the tabletop, but it comes with a bunch of the rules from various scales. Which includes all the Tabletop RPG stuff and tacticool stuff all the way up to naval/air stuff.
Depending on your needs and wants from a SRPG, you can just house rule and GM/Sandbox anything you want. For example I had a d20 roll for PoW/MIA personnel turning up again every few weeks.
The only downsides are that it runs on java, its ugly and you may have to read up on certain things.
I ran a merc company campaign for a while and it was sweet planet hopping around doing partisan work for squabbling factions or pirate busting. I bled money ordering too much ammo and buying fancy equipment like specialist jets and hovertanks that got blown away immediately, so the last few contracts were scraped by in shitty little tincan Urbanmechs and damaged mechs I couldn't afford to repair.

I was about to say Treasure Hunter G until reading the second part. Energy Breaker? I did hear about but I still didn't play it unlike Treasure Hunter
