What's a good paint program to imitate retro pixel/dot art?

Preferably something that can create automatic dithered patterns. I remember way back in 2013 an anon that used to paint PC 98 style anime girls on Zbrush for Amiga, is this a good idea?

Have a look at grafx2 >>6906335. I mostly use GIMP but have worked with everything, from whatever last weeks version of photoshop was to DP and earlier stuff. I've only spent a few minutes with it and can already see that it addresses a lot of the problems GIMP and other modern stuff have with doing indexed old fashioned graphics. Basically like DP/Digipaint but runs on modern systems with plugins, lua, etc.

I routinely handle 4k PSD's with 100mb+ file sizes in clip studio and it's fine. Aseprite, on the other hand, grinds to a halt if I try browsing to a folder with a large number of files in it,

My problems with Aseprite are that despite being aimed at making retro sprites, it doesn't actually support any bonafide retro color modes.
You can't set the bit depth. This makes things like blur and layer opacity almost useless. The eyedropper tool's 'nearest color' mode is also broken as hell.
On top of all that, it does an absolutely abysmal job of converting images to smaller palletes - photoshop is infinitely better at doing it.

For me, Aseprite's biggest strength is the resolution-independent reference layers. That's a function that every other progam seems to lack.

The art for Xeno Crisis was done by Henk Nieborg, an oldschool artist perhaps best known for his art in The Misadventures of Flink, and Lomax.

A few years ago, I asked him what he used for Xenocrisis, and answered Cosmigo Promotion NG.

Promotion NG is a modern clone of Deluxe Paint, so no surprise that an old veteran like Nieborg would use it. I've tried it myself and... While it's clearly powerful, it's far from intuitive or beginner friendly. The interface and toolset have little in common with other modern graphics programs, and it's clearly designed primarily for people who used Delux Paint 30 years ago.

MSpaint is barebones, but people animate by continuously saving images and editing them. Essentially making frames.
Piskel and GraphicsGale if you want a free pixel art software to animated pixel art in and make spritesheets.
Piskel is very beginner friend with really simple interface. I'm suprised no on mentioned it
GraphicGale is better than Piskel, but feels dated and a bit harder to use. Also sprite rotation.
Aseprite can do everything the above can do and more pixel art related things.
Alot of people use Photoshop. It's worst than Aseprite, but people manage.
Tiled and Ogmo are free software to make tiles for pixel art.

Kolourpaint is the old superior XP MS Paint but open source, with alpha channel, the ability to save and load palettes, better scaling options, and cropping from 7's Paint added. It feels excellent even though it still has some annoyances both new and left over from copying Paint. Still shit for indexed and dithering must be done by hand, so not for most pixel art. I'll probably check out the DeluxePaint clone and grafx2, interface is so important to workflow so function over form (although I'd argue retro interfaces also look better than modern shit, not just are more functional).

After rebinding some hotkeys to more contemporary/common equivalents, I've beaten the worst out of the UI and I hate it a lot less now. It definitely has some strong points, particularly when it comes to producing art with real retro system limitations, which is an area of major weakness with most other software.

With all that said, though, Aseprite's reference layer function is so good that I still feel like Aseprite is the best starting point in my workflow even though I hate almost everything else about it.
