Sometime recently, somehow the Euro standard became the one everyone used. Now I got to hunt down a lot of JP21 to Euro SCART adapters. Back then I went with JP21 as that is what was available to me for a good picture. People must really like how games were in Europe that it became the defacto standard everyone uses. Though lately, it seems people prefer moving on from Euro SCART to component, which seems like a theoretical downgrade, but it seems like people really like it and it could be better in some way I have not seen.

Its easy to find component TVs in America so a SCART to component conversion is an easy way to get the same quality without having to mod a TV. The conversion should be lossless but it does mean going from RGB to Component and back to RGB for the tube to display it.

I remember reading about how component has no green signal, which is the majority of the video information, but the display device assumes all other information not sent is green. The red, blue, and sync information are what the 3 cables independently send; thereforethat may be why the green cable can double for composite on some TV sets. I think there may be some loss in color space going from 4:4:4 to I think it was 4:4:2 of component.

Analog component video doesn't have any concept of chroma subsampling, all channels have full bandwidth. Some TVs may have a low-pass filter on the color difference signals, but unless the console itself uses chroma subsampling (e.g. the GameCube) there's no inherent loss in going from RGB to YPbPr. Also, there's no such thing as 4:4:2, I think you meant 4:2:2.
