I just got to the Safari portion of Pokémon Picross and wanna enjoy solving these. I'm glad they put in ?-mode for what's basically free mode, I've always preferred to play Picross puzzles that way so I can correct tiny mistakes at the end whilst speed-solving them.

I've finally identified what this is.

This is Project 95X, a Shoshinkai recreation hack by Mavivo.

It was cancelled really close to completion because it was found that many assets were stolen from Marionova64's Preservation Project.

I'm not sure which controller triggers it, but basically I have all four controllers mapped to the same buttons and I could trigger both a free movement mode and the level select screen by pressing random buttons.
I think it's either L or Z on one of the controllers that activates it.

The level select even has some/all(?) of the test maps included which is neat.

As a little stopgap for those interested, here is fixed up source code to "NRDC" the licensor tool Nintendo/developers used to apply ROM header data pertaining to game code and name, and fix CRC after that.

The source was found in the Dr. Mario 64 source directory.

My changes were to convert the encoding from Shift-JIS to UTF-8, translate the changelog and readme, and add a proper Makefile, which the original zip annoyingly lacked, with the readme saying to do it yourself.

This should compile fine on any C89-compliant compiler, but gcc was used for this. This also fixes newline issues I had in my last attempt, a binary of which is in the SM64 ezbuild.

google translate the readme, that works for rda only games (and with the rda sides of rda and rdb games i guess) but for rda+rdb games you'll need to binary merge the rda and rdb files before running the resulting output through the tool as far as i can tell (i made a working metroid rom so I think that's all right) so to summarize the commands i ran were:

The entire localization team for Nintendo Germany was fired shortly after Pokemon GS released there, around 2000 or so. Their translator was quite the character and already had some complaints, but then too the game released late AND underperformed in sales.
His own interviews paint a pretty damning picture... like that time he did a condom joke in Link's Awakening, and the PAL delays being INTENTIONAL to give them more comfortable deadlines. Secret of Evermore was ready less than halfway through the deadline so he'd just produce a private romhack with obscene language for his personal collection. An almost full PAL localization of Final Fantasy VI was scrapped over this.

They cleaned house earlier in the French department, because Veronique Chantel (RIP) decided to show Takeshi Tezuka and a bunch of Nintendo executives and developers her collection of gay porn she found in her first day off in that Japan trip ("Is this the sort of thing you're into in Japan?") and she really didn't give a single fuck. She'd say on game magazines she's doing a very hard job researching complicated names for items and such, but then the games would have names like "Sword 1" "Sword 2" "Sword 3"...
The replacement was very competent, learned Japanese during his time there, did very good translations for Terranigma and Zelda OoT (he argued in person, in Japanese, with the Japanese higher ups over a replacement for Deku Tree and actually got his way because how respected he was) and ... Pokemon, which he came up with puns inspired from the Japanese script. When he left, it was because Ubisoft scouted him upwards.

Nintendo of Europe started getting good and efficient from there, and in time, they started getting games done faster and better than Nintendo of America.
