It doesn't say anything about different Windows versions being consoles because they obviously are not. The general rule is that if the game was on a 7th gen console, it is definitely not retro. I don't know why they added the part about 2007, probably to allow for trolling.

realms of illusion is about the only pc game i ever played via disc other than Tomb Raider and Rhianon and Myst and Cavestory sphere and Eternal Daughter and tons of Touhou Project fangames like megamari and new super marisaland and Yummi Nikki and etc

Something like an LGA 775 should be all you need for XP games. and since practically none of those games take advantage of 64-bit XP, 4GB of RAM is all you can use anyway. Another good thing about XP games, depending on how you look at it, is that very few of them have multi-core support, and I don't think anything uses more than 2 cores, so you can get something like the E8600 which runs at 3.33ghz, and should only set you back about $20ish.
For GPUs, there's XP support all the way up to the GTX 960, so anything below that should work out for you, though the GeForce 8/9 and 200 series are peak "period-appropriate" cards.

Honestly, you'd probably be better off using a Socket 478/P4 system for Windows 98 as well, since so many of them still have AGP slots. They're just not very desired though, since NetBurst was such a shit architecture compared to what came before and after.
